The Driver Training and Licensing Program (DTAL) is designed to provide 16 to 18 year old students with a fundamental road user awareness and the preliminary practical skills to help them become safe, proficient and skilful drivers in the community.

The Program is an initiative of the Northern Territory Government, administered by the Department of Employment, Education and Training (DEET), in conjunction with the Department of Planning and Infrastructure (DPI) and proudly sponsored by the Territory Insurance Office (TIO). The Northern Territory is the only place in Australia that offers a subsidised program for 16 to 18 year old Learner Drivers.

Students enrol in the Program through various schools and/or training organisations and complete a Theory 1 class designed to instil the underpinning theoretical knowledge of road usage. Students are then provided the opportunity to complete an exam in order for them to attain their Learner’s Licence from the Motor Vehicle Registry (MVR).

On successful completion of the assessment, students are issued a Log Book containing vouchers that provide a subsidy for practical driver training for a ‘C’ Class Drivers Licence. The Log Book also illustrates a number of competencies the student is required to achieve during driver training lessons to progress to the next level within the Program, Theory 2.

The Theory 2 class is designed to further develop responsible attitudes to driving and reiterate the knowledge already gained. Successful completion of the Theory 2 is followed by further practical lessons and once the student has been deemed competent by the practical instructor, the student undertakes the Vehicle On-Road Test (VORT) with the Motor Vehicle Registry. On successful achievement of the VORT, students are issued with their Provisional Licence.
