Employment Disadvantaged Pathways Project

The Employment Disadvantaged Pathways Project Steering Committee, a cooperative Northern Territory and Australian Government and Community Sector working arrangement, has been set up to oversight implementation of the Employment Disadvantaged Pathways Project.

Progress to date

Dec 2007 The EDPP Steering Committee continued to address the recommendations in the NTCOSS. report and commenced discussions on the recommendations for the KMF.
Aug 2007 KPMG presented final report and recommendations for the development of a knowledge management framework for the NT. The Project Steering Committee is considering the recommendations. A synopsis of the report Knowledge Management Framework: Increasing access to employment services for employment disadvantaged groups will be available soon.
May 2007 Community Validation Forums run in all NT regional centres to test preliminary findings.
Apr 2007 KPMG develop and refine information database.
Mar 2007 KPMG met with Project Steering Committee to present preliminary research findings and gap analysis
Feb 2007 KPMG receive survey responses and commence targeted interviews with stakeholders. Questions pertaining to report recommendation 5 (definition of case management and mentoring) are included in survey instrument. Steering Committee commences work on report recommendations 6 and 7.
Jan 2007 KPMG survey to be released to primary employment service providers in mid-January.
Dec 2006 KPMG and Steering Committee develop and pre-test survey instrument for employment service providers.
Nov 2006 KPMG Human Services Practice and Steering Committee Validation Forum set for 14 November 2006, to establish scope and guidelines under which KPMG will consult and undertake research for mapping exercise and knowledge management framework (report recommendations 1 and 2).
Oct 2006 Steering Committee commenced work on report recommendation 5.

Initial full Steering Committee teleconference with KPMG Human Services Practice to establish consultancy working arrangements.

Aug 2006 Consultancy awarded to KPMG Human Services Practice. Work on project to commence in Alice Springs through joint presentation with Steering Committee and working presence at NTCOSS conference 6-8 September.

Steering Committee decision: Report recommendations 3 and 4 (advisory arrangements) to be reconsidered six months after finalisation and implementation of knowledge management framework.
Jul 2006 Tender for consultancy to map services and programs to assist NT employment disadvantaged groups advertised in Weekend Australian 15/7/06 and NT News tenders pages. Closes 9 August 2006.
Jun 2006 Tender scheduled to be publicly advertised.
May 2006 First Employment Disadvantaged Pathways Project Steering Committee meeting held.
Apr 2006 Strategy meeting between Departments of Employment Education and Training (DEET), Employment and Workplace Relations (DEWR) and Education Science and Training (DEST) took place.
Mar 2006 DEET met with DEWR and DEST representatives to formally commence collaborative working arrangements for implementation of report findings.
Feb 2006 DEET met with NT Council of Social Service (NTCOSS) to provide brief on progress to date and advise on preliminary NT Government response. NTCOSS invited to participate on Steering Committee. NTCOSS nominated two representatives – one for Top End, second NTCOSS Board Member representing Central Australia and remote/Indigenous communities.

Report published on DEET website; NT Council of Social Service (NTCOSS) and Charles Darwin University (CDU) sites linked to report on DEET site.

DEET lodged notice of intent to procure consultancy for Recommendations 1 and 2 in Future Tender Opportunities.

Australian Government Ministers Nelson and Hardgrave agreed to commence formal cooperative working arrangement.
Oct 2005 NT Minister Stirling sought agreement of Australian Government Ministers to proceed with development of cooperative responses to the report recommendations.
2005 Department of Employment Education and Training (DEET) undertook consultations with NT Government agencies and Department of Employment and Workplace Relations (DEWR) to develop preliminary response to report recommendations.
Oct 2004 Report completed.
2004 Extensive community consultations, NT-wide on gaps in services and barriers to employment and training for the employment-disadvantaged in the Northern Territory.
