Workforce Development Strategy 2003-2005

This strategy establishes a whole of organisation approach to professional learning and training and will:

  • Build the capacity of staff as individuals and as members of the Department of Employment, Education and Training (DEET);

  • Position DEET to better meet the education, employment and training needs of the Territory now and in the future;

  • Implement the professional learning sections of current Enterprise Bargaining Agreements and a number of recommendations from the Learning Lessons review of Indigenous education;

  • Contribute to positioning DEET as a learning organisation.

Effective, targeted professional learning and training that are aligned with system goals and meet the needs of staff throughout their careers.

Seven underpinning principles

  • To build and embed a culture of lifelong learning and reflective practice

  • Professional learning and training is integral to a quality workforce

  • Workforce development is aligned to the needs of the system, the workplace and the individual

  • Professional learning plans are aligned to system priorities and needs

  • Workforce development is based on mutual obligation:
    • All staff share and apply learning
    • Leadership supports a learning culture

  • Workplace learning communities support sharing of knowledge, skills, diversity and innovation

  • Transparency and equity underpin access to, and provision of professional learning and training.
